The Global NDC Conference 2019 aims to inspire and enable policy makers and practitioners to accelerate the pace and scale of transformational change through NDC implementation in order to reach the long-term goals of the Paris Agreement.
The Conference facilitates:
- Exchanging good practices and innovative approaches to advance the implementation and updating of NDCs and achieve transformational change;
- Addressing real challenges and creating inclusive solutions on integrated NDC governance, finance mobilisation and transparency at the national, subnational and sectoral levels;
- Strengthening connections and support across stakeholder groups involved in NDC implementation and updates, including private sector actors; and
- Formulating key messages to inform international and national processes related to the Paris Agreement Rulebook, NDC implementation and NDC updates globally.
Exchange and learning
As NDC implementation is advancing in many places across the globe, the Conference’s participants share their own cases of transformative and inclusive climate actions in the fields of integrated governance, finance mobilisation and transparency.
Pioneers, champions and game changers in climate solutions at the national and subnational levels and from across sectors – including energy, land use and transport – explore opportunities for adopting innovative approaches and scaling-up commitments. Gender and social inclusion, leadership skills, as well as private sector engagement are cross-cutting issues throughout the conference.
The conference systematises learning through working groups that translate outcomes from practical sessions into technical recommendations. These will inform national and international processes related to the Paris Agreement Rulebook, NDC implementation and updates, such as the call for greater ambition by the UN Secretary General’s Climate Summit in September 2019 and the global climate change conference in Santiago, Chile in December 2019.
Context and background
The Global NDC Conference 2019 provides practical support on how to finance, implement and update NDCs as well as enhance climate transparency systems. It is inspired by country action, the efforts of the NDC Partnership and the outcomes of the Talanoa Dialogue. It is guided by the current global climate policy discussions taking place, at the 10th Petersberg Climate Dialogue, at the International Conference on Climate Action, among others. Grounded in the findings of the IPCC Special Report on Global Warming of 1.5 °C, this conference contributes to the necessary increase in global ambition for greenhouse gas reductions.
This conference is a joint effort by leading NDC, LEDS and transparency support initiatives. It is not just a one-off event. It builds on the global conferences on INDC preparation 2014 in Berlin and 2015 in Brussels and the Global NDC Conference 2017 in Berlin. It also complements numerous related, technical events such as the NDC Regional Dialogues and Regional Climate Weeks. The conference outputs, messages and case studies will be integrated into the ongoing programmes of the partnering initiatives and contribute to the NDC Partnership as well as ICAT, LEDS GP and PATPA work to ensure the longevity of the conference and sustained collaborative action and learning.
